Problem/Motivation

  1. Tagify select-all — the site_select_tagify element gains #add_all/#remove_all properties that render "add all"/"remove all" links beside the widget (new JS behavior + library + a form_element theme suggestion for layout). The element also supports a multiple-cardinality mode.
  2. Default-site option — SitesService::getSiteOptions() offers a "Default site" option only when the site default mode is permissive (replacing the unconditional - None -), so editors can pick the default site where it's allowed.
