gisleI do not agree to this being RTBC.
I revoked this person's "Confirmed" role after he spammed the Paid Drupal Services forum with multiple posts advertising his own services. That is not the purpose of that particular forum.
We usually block spammers, but in this case, in light of his many years of presence here, I decided not to block him. I did, however, revoke his role as a "Confirmed" users, because I think people who are caught spamming need to be subject to spam filtering for a while, until they understand that spamming has consequences.
volkswagenchick,
I unpublished his spam, so his spamming activities are not visible when you examine https://www.drupal.org/user/1984138/track - but for the record, this user posted spam in said forum as recent as 2019 July 29. He was also warned through a PM. When he says in the issue summary, "Im [sic!] not a spammer", he is not telling the truth.
I am not going to immediately revert your decision to let this user bypass spam control, but I am moving the issue to "Postponed".
Before making a final call on this, I would like to hear what other people that frequent this issue queue – including volkswagenchick – think about this in light of the information above. Should we be restoring the "Confirmed" role to a user just a week after the user was caught spamming and giving a clear warned about it not being acceptable behavior here by PM?

volkswagenchickI Agree with your decision @gisle - As I do not see issues marked as SPAM with my current role, I did not know this was the case.

gisleBased upon #5, I shall revoke the role again. However, I'll leave this open a bit longer in case more people will weigh in.

gisleI've received an email from Webabond where he states that he have read the rules for the paid services forum and intend to follow them in the future. He refused to do so in our first exchange of personal messages (after I've sent him a PM telling him to read the rules, stop spamming and report back that he agreed to stop spamming).
Based upon that, I have restored his status as a "Confirmed" user.
