There are a lot of artifacts that will need cleaned up.

For anyone following along, we need a public patch URL unless we're doing live dev right on the server. This is much easier to track changes.

This is the winner to get us started. This works and contains some preventative measures based on states, especially forcing a redirect when a URL has already been created. It may be a bit excessive, as it's hard to test the edge cases. We can sort it out, but this unblocks us and moves forward.
