This seems extremely similar to http://drupalcode.org/project/simpletest.git/blob/refs/heads/7.x-2.x:/dr... or http://drupalcode.org/project/simpletest.git/blob/refs/heads/7.x-2.x:/dr... pointed to localhost. What are the difference if any?

The difference between DrupalCloneTestCase and DrupalFixtureTestCase is that the latter doesn't clone any tables during test case setup in order to save time. Instead, it switches the connection to an already prepared fixtures database.

Which is essentially the same as what the remote test case achieve since you can point it to any existing drupal setup against any database. From reading the code it appears that it copies the data once and then reuses after that.

It would probably be usedful to summarize this information (difference) on the project page.
