Update module page with issue about Theme Developer incompatibility

The module page currently states:

If you're using Theme developer please note that it's currently incompatible with simplehtmldom 7.x-2.x. Use 7.x-1.12 instead. More details #2199439: Incompatible with simplehtmldom 7.x-2.x

But the linked issue #2199439: Incompatible with simplehtmldom 7.x-2.x was marked as a duplicated of issue #1683154: Simplehtml dependency in info file should specify major version to avoid errors after installation. Though this issue was "fixed," the fix is to give an error saying the module is incompatible with simplehtmldom 2.x.

So I would suggest saying something like this:

If you're using Theme developer please note that it is incompatible with simplehtmldom 7.x-2.x. Use 7.x-1.12 instead.

I was confused by the original description. Since there appears to be no plan at present to integrate Theme Developer with 2.x, I think stating that directly would make the situation more clear.
