Php8 - Attempt to read property "format" on bool multi lines

Problem/Motivation

While converting several D7 multi-sites to run on php8, this warning appears on site installs with the shortcode module enabled via an installation profile - lines 37, 40, 43 in shortcode.module file.

Steps to reproduce

Ensure shortcode module is enabled, php 8.0.24 is installed, and run a site installation. Warning appears.
