There is some strange mistake, I don't know when it happens:

I'm experiencing the same error randomly, i believe maybe where no cookie is originally set.

I also believe it is due to a flag conflict

I'm seeing this too. My case is that the error appears while Media Vimeo module tries to create image style thumbnail.
