Is it possible to allow an upgrade from 7.x-1.1 to 7.x-1.3? Currently Drupal reports

Hi ry91,

7.x-1.1 contained a security issue, which has been fixed in the latest 7.x-1.3 release.

These versions are completely compatible so please do upgrade to the latest version as soon as you can.

The update message you're seeing is as a result of the security issue but the security team has updated the security advisory now, so this should resolve itself shortly.
