Problem
Drupal core provides a way for users to cancel accounts, the default actions to take when cancelling a user account are defined at /admin/config/people/accounts. Services does not provide any means to cancel user accounts.

Attached is a patch to services that provides a means to cancel accounts.

Still need to write test, but fixed access issue with patch.

and batch process causes issue so fixed that up as well.

closing this issues as ive moved patch into #1303400: Forgot (Reset) Password action on user resource as it needed to live under the "targeted_actions" key and caused a conflict in the patches.
