Features for drupal7 now recommends version 7.x-2*
I don't see any notes in the module nor the project saying which version, so
I my question, will SEO Tools work with ver 7-2* of features or should only use 7.1* ?

This module was originally built upon a basic Feature export, but really it doesn't need that overhead. I'm going to remove the dependency on Features so you don't actually need it to install.
