Adding this to dashboard is IMHO overkill, I set it once and never touch it later, so I think it should reside under management, and under either "search and metadata" or "development". Otherwise it just clutters the dashboard.

Totally agree. Here's a patch, it removes it from the toolbar and moves it into the search section in admin.
