Active checkbox for registration state does not change the number of spaces filled

I understand from looking through the issues that only registrations with a state that has the active option checked should be counted towards capacity. On my site, any registrations count towards the capacity regardless of the registration state. I've tried changing the options several times, clearing the cache, and running cron. Only one state is marked as active but every registration still counts. Is something wrong with my configuration or is this a bug in the module? Also, I think a note should be included in the README describing the function of the active option. It is currently unclear what this option does.
