I would like to provide each event organiser with the opportunity to send emails to individuals and lists depending on their registration states. I can do that through Views.

I would like to switch off the 'Reminder email' option completely, because that option will send an email to all registrants independent of their registration states.

A not so elegant solution is to switch off the 'Email registrants' tab under 'Manage registrations' by giving a view its url ...registrations/broadcast.

How can I do this more elegantly? Or even better, how can I switch off the 'Reminder email' option completely?

Also interested in this feature. Our events don't require the reminder email functionality at all and it ends up confusing users who are creating events.

In the 3.x version the Settings entity is fieldable and so any field can be hidden on the settings form.
