Wait list is not working due to wrong error code. [#2130631]

Wait list sub-module is not working due to the wrong error code,
"insufficient slots remaining" should be "insufficient spaces remaining".

I tested this patch and it works great. Without this correction, the registration will be displayed as 'Closed' even if the registration event has the Waitlist enabled. Thanks hiroshiyui!

I just tested this patch as well (two members of the community tested) against the current dev branch. It immediately allowed for users to sign up to the wait list whereas before the form would not show if capacity had been reached. Thanks hiroshiyui!
