Add report commands

Problem/Motivation

The cache reports page is useful, but also slow as it is and as core keeps changing the used theme, it also frequently breaks.

Steps to reproduce

Proposed resolution

Start supporting additional command(s), specifically for possibly slower reports, such as the TTL report started in #3179757: TTL handling broken, always permanent
