I'm sure this is easy to hack, and I'll go figure it out, but it would be nice in the block configuration if you could create an "add a quote" link.

That way readers of the quote block could just add their own quotes by clicking on the link. The site administrator can decide figure out whether to moderate the content or not, etc.

Personally, I don't really want to clutter up the blocks or block configuration. If there is more interest, I'll add it.

Well, I'm the one maintaining this module now (although jhriggs still owns it and can override me) and here's my thinking:
1) the vast majority of blocks live in sidebars,
2) the menus are also blocks, so they live in the sidebars too,
3) "Quotes" (aka, "view all") is in the menu, so it's near the block,
4) "Create content" (aka "add quote") is in the menu, so it is nearby too.

Therefore, I have to agree with jhriggs, this seems like total clutter to me. If you have a really good use case, feel free to reopen this issue.
