Between steps 1 and 2 in README.txt should be a step:

Go to admin/user/permissions and grant "administer quicktabs" permission to administrator roles

I know this is obvious, but anyone following the steps literally will not make it past step 2 without this.

Seconded - I know this really is one for the core Drupal project, but as matteusx points out, the instructions absolutely have to make this clear for n00bs like me who actually gave up on this module for a month because the instructions simply omitted to mention this step.

Very frustrating!! =o)
