quickstart has not ftp, drush suggested replace.. HOW install theme using drush?

Clear as mud whether one needs to create a folder sites/all/themes or a folder in websites (instead of the documented "sites") to have a theme available to all sites.

used drush dl zen.... seemed to work But cannot see theme in a specific site which it should given it was placed in sites/all/themes

what am I missing?
