Promote is not set correctly [#13963]

When submitting a node, it seems that the promote variable is not set correctly when authoring options are either set to hidden or advanced.

Showing the authoring options in the default quickpost form does set the promote variable correctly.

When you used quickpost the way I described did this problem go away?
