Any HTML markup (thinking about for example a hyperlink pointing to a webform where people need to fill in their details in order to eventually get the password) is stripped by check_plain(). See also http://drupal.org/node/385950.
IMHO a check_plain() on this kind of configuration setting is not necessary, as people might want to put some HTML in there. Maybe it would be better to give the user the chance to specify which input filter he wants to use (similar to the content's body field) on the text supplied?
