If you file an issue on the current drupal.org, and then later go back and want to just add an issue tag before there are any comments or other changes to the issue, you get a message:
You must either add a comment, upload a file, or change something about this issue.
If you put a comment in the comment field, you can save the issue tag. If you try this after there has already been a comment or other change added to the issue, it is also fine. The only problem appears to be if you want to only add an issue tag to a previously un-modified and un-commented issue.
