I noticed today that on issue pages, at the top we have the quick shortcut link "Add new comment" which either links to the comment form at the bottom of the page or links to the comment form on a new page for sites that force the comment form to be on a different page. The title/header of the comment form, however, is "Post new comment". I think we should be consistent and have both the link and form use the same text. It looks like Drupal core uses "Add new comment", so I suppose that's what we should stick with.
Strangely enough, I can't figure out where the "Post new comment" text is coming from, so no patch yet.
