Only admins are able to see projects when adding issues, so registered users without admin can't create issues. i gave regular users all permissions in access control and made sure that projects were public, still can't add issues

we fixed some project permissions recently. if you're feeling brave you could try upgrading to the latest HEAD version of project module (not project issue module! you must use DRUPAL-5 branch to update that) and see if that fixes it.
