Profile Module Manager is an alternative to managing modules within a profile's .info. It includes functionality similar to Apps and Feature Set, but is designed to manage "Module Bundles" on top of a core Install Profile.
Using Profile Module Manager to start sites with a smaller core profile improves performance while also addressing these issues:
#2067229: Allow install profiles to declare base profiles for Drupal 7
#1170362: Install profile is disabled for lots of different reasons and core doesn't allow for that
