Custom stylesheet not being used

I have been having this issue for a few days now, and I cannot figure out how to make this work. I've set up my custom print.css in my theme folder, and have the module pointed at it, and it's still never called in. I'm not sure how to better describe it. I've tried putting it in other folders, calling the folder directly instead of using %t, I've even gone so far as to edit the built in print.css and nothing ever changes. I flush the cache between every change, any angle I can think of seems to fail, and I cannot customize the look of my printer-friendly pages.

I've read through all related issues, which there doesn't seem to be any with my exact problem, but nothing seems to work. Any insight would be helpful, thank you.
