JS depends on jquery.cookie library which only exists if the block is viewed but breaks on all other pages.

The module CSS and JS should be attached to the block so that they are only loaded when the block is viewed. (Instead of being listed as part of the info file which is loaded on every page - public and admin.

Will be attaching a patch to correct this.
