Patch for php_errors.module - problem with variable_get call in settings form. [#962336]

After installing the PHP Error Report module for the first time, when you go into the settings page, you'll get the following error:

warning: Invalid argument supplied for foreach() in /home/altacomp/public_html/includes/form.inc on line 1211.

Applying the uploaded patch solves this problem.
