The composer file does not actually contain anything that the composer facade would not automatically generate anyway. This also means unneeded changes in #3042743: Drupal 9 Support, etc. So IMHO best to remove it.

I think the fail is a symptom of how patch testing works.

Indeed, post-commit testing worked fine.
