When you manually create an URL alias from the node/edit form you can accented characters, uppercase etc...

Core doesn't have any option regarding alias and pathauto is the reference for automatic aliases generation, so it would be convenient to offer a checkbox to force transliteration of aliases even if they're created manually.

Would this be considered for inclusion in pathauto, or should this go into core or a very tiny contrib module ?
