IMO

structural stuff like path alias URLs etc are best left to the site admin, not given to 'node-creator/editor-users' to play with.

I suggest this option should be available only to admin by default - like the per node workflow settings. (that's standard right? not a by product of organic_groups module :?)

This is already covered by the setting "create URL alias", which you can assign to any roles you like. I don't think there is a need to make this a per-node type setting. Best practices would be to use pathauto to auto-generate the paths you want.
