The 7.x-2.x branch of Password Policy does not include this functionality, we should port the code from 7.x-1.x to here.

I just moved the code from the Password Policy project. I haven't tested it, but it's refactored and should be runnable as a start. Let's start opening separate issues for any specific bugs.
