Allow disabling paragraphs contextual links or add dedicated permission

Problem/Motivation

Contextual links are not very granular regarding permissions and especially if paragraphs are heavily used can become overwhelming for some users.

In some projects it would be nice to be able to enable / disable paragraphs contextual entirely for some roles or in general. I'm wondering if a permission would make sense or a setting?
Permission would still mean that administrators will always see them.
