[4.x] Provide "Action links" in views [#3582405]

Problem/Motivation

Now that we have all the views beautiness out of the box in 4.x there's still no "Action links" (Dropbutton links field containing all available entity actions) like for nodes, which is widely used for admin views.

We need to look into code how this is enabled for other entity types and do the same.
