In a Bootstrap-based theme with dismissable Drupal messages, the modal will be positioned incorrectly when a message is present.

The root cause is this CTools bug:

#2607626: Modal: Close button selector not scoped to modal

Since we recommend Radix (a theme this affects) lets get this patch added to Panopoly!
