I get this error when creating new page:

Fatal error: Call to undefined function ctools_export_crud_load_all() in /var/www/sites/all/modules/panels/includes/plugins.inc on line 473

It appears after selecting layout for the page.

Ctools version is 6.x-1.7

Ctools module wasn't installed properly

Appears sporadically to me.
I can't blame installation, as it works and then stops.
ctools 6.x-1.8, panels 6.x-3.8 and lots of others, OpenPublish-2.3RC1.
