It would be cool if a panel region could be made clickable and given a url in the ui. I have a few panel regions that I'm using on a site frontpage that would be perfect for things like highlighting on mouseover and urls for the entire panel.

There are a lot of things that would be cool, if. This one is pretty far out there. If you want regions to behave like pages, you should make pages that contain that region. Maybe use mini-panels to re-use what's in the region.
