Cannot Modify Titles for Existing Panel Pages

In this version, the only way to modify a title for a panel page is to actually create a new panel page and destroy the old one. The title I am referring to is the title of the page that is displayed to the user (example: .. h1 class="title"). The changes show up in the panel page configuration, but is not printed on the page. I could not find this issue, forgive me if it may already exist or has been resolved in panels 3. I attached a screenshot of the field I am talking about. Keep in mind that the title is not being overridden elsewhere.
