1. I'm editing Context of my page panel at: /admin/panels/panel-page/%/edit/context
2. I'm adding the new Taxonomy vocabulary in Contexts and selecting some Vocabulary and Save.
3. When I'm trying to change settings of created Taxonomy vocabulary again (wheel icon), my Vocabulary has been reseted to the first one from the list.

Panels 2 is no longer available and is unsupported. Marking all Panels 2 issues won't fix.
