I have found a little mistake in panels_simple_cache.module on line 74.

warning: unserialize() expects parameter 1 to be string, object given in /.../sites/all/modules/panels/panels_simple_cache/panels_simple_cache.module on line 74.

return unserialize($cache->data);

replace with

return $cache->data;

The cache_get function unserialize the cache->data so you don't unserialize in panels_simple_cache_get_cache function.

That is evident in the function documentation, where in the function code is visible the following lines:

  $cache->data = db_decode_blob($cache->data);
  if ($cache->serialized) {
    $cache->data = unserialize($cache->data);
  }

Panels 2 is no longer available and is unsupported. Marking all Panels 2 issues won't fix.
