An authenticated of my Drupal website create a panels node, he can access to the form elements for setting the 'Title', 'CSS ID' and 'render' which are defined in the panels_node.module by hook_form, when he is creating or editing a panels node. But he can not access to the form elements for setting the 'URL alias', 'Comment settings', etc. which are attributes of a node. While the super administrator of the website can access these form elements. Would some Drupal expert gives me an explanation about this? Is this a bug?

merlinofchaos commentedThose generally have their own permission settings; they're also part of the general node system, not specific to panel nodes.
I don't remember exactly which permission is used for the settings; I believe the menu one has its own permission that you'd need to give your users, maybe the comments one does too. You'll need to look on your permissions page and see if you can find the right one.
Also, this request was in no way critical. Please read through the meaning of the priority properties in order to correctly set the status of your issues in the future.
