I have this problem for a long time. Suddenly I can't edit the panel pages. The controls that allows me to add regions, to add views or objects dissapears. When I try to make new Panel, they are there, but after few added items, they dissapear again.
I am out of ideas what may be the case for this problem. I've tried almost everything. Please, give me any advice what I can try?

The screenshot indicates that javascript crashed and never added the panel controls.

1) Are you using jquery_update? Panels .js has never been upgraded to work with jQuery 1.8 so this could be an issue.
2) Do you have theme or module specific javascript causing a conflict? Check your browser's javascript console and see if there is a crash message.

Thank you very much!
I am using jQuery Update. Maybe I need to disable it? I've tried, but without help.
I've tried to disable many of the modules, but without luck...
Also I look in Firebug console, but I can't find what can cause the problem. Last few months I did everything, also disabling many of the views, changing themes, playing with the cache options - nothing helps.

I have many other sites based on Drupal and Panels and this problem never happened to me.

I don't know what to tell you; what you're seeing indicates that somehow javascript crashed or did not fire. There must be a javascript failure somewhere, but I am not able to tell you where.
