There might be very good reasons for this, so consider it a rather tentative feature request, but at the moment if I set a Style on a Region in panels, the 'render pane' function doesn't get called for Pane's within that Region.

My suggestion is that it does, unless a style has been explicitly set on the Pane itself.

Yeah, the region style isn't actually necessarily meant to style every pane in the region. It can -- see 'rounded corners' -- but it does this specially by wrapping each pane as it is displayed. Any style you want to do that would need a similar special setting for that purpose.
