I am trying to let users create their own profiles with a help of Panels. I want them to add and arrange a blocks in a way they thinks is the best. But then I give users the access of their profile page editing I don`t want them to see full list of blocks possible to add on a panel page I wan them to see just a group of them and some styling and renaming would be really nice. Also I thought that users should to need to name the blocks this data should be somehow predefined.
I was thinking of doing some custom programing but before that I want to ask you maybe something I am looking for is already made or what would be the best way to program this.

How are you accomplishing this?

Right now the best way to do so would be to use Panelizer. When using Panelizer 2.0 (stable release coming very soon), you can control the 'available content' by entity type (in the case of users there is only one, but you could also have a profile node that acts as a standin) and you get a sea of checkboxes where you can tightly control what content and layouts are available.

If not using Panelizer, I'll need to know exactly what method you're using to let them edit their profile.

I have overlooked Panelizer module because it was unstable. Some small bugs are still occurring from time to time while using it but seams to be quite capable to do what I want from it. Anyway if I use Panelizer I lose control over page access so I can not make it public. That was the main point of creating custom profile page so it lost its main propose. I am still new to Panel module family so I may have overlooked some way to make the user profile page public.

Very few bugs have yet been reported with Panelizer 7.x-2.x beta and so if it is unstable and you are experiencing bugs, you do me a great disservice by not reporting them and refusing to use it because of unreported bugs.

I don't know what this means.

Bugs are very minor say you get a white page if you try to use newest dev version Panelizer and 7.1 Drupal installation or you get notification on a page preview section:

Notice: Trying to get property of non-object in ctools_user_signature_content_type_render() (line 20 of /var/www/modules/ctools/plugins/content_types/user_context/user_signature.inc).

What I mean by saying that page made by Panels becomes private if unregistered user tries to access user profile say by ?q=user/[ID] you will get an access denied message.

Sorry, can you be clearer? I'm having trouble following.

The notice you mention isn't from Panelizer, it's from CTools.
