"User edit form" type "over" validates

A user edit form type of the category "account settings" does not allow submission of the form unless both the username and e-mail address is changed.

For example, if a user clicks the account settings tab, then decides to go to another tab, the response is sent to drupal for validation and the user gets an error message that says his username and e-mail address is already in use. Even though the user using the username and password is the very same user!

I have only tested this on the admin account. Perhaps it works in other scenerios.
