I believe you can use layout builder with blocks, so is there any need for this?

Layout Builder is amazing, but its usage should not be mandatory. This module emerge working with UI patterns, where the layout is provided by the pattern itself. Layout Builder will be also available, thanks to #2960739: Create a layout builder variant.
