Would it be possible to turn-off tooltips or popups for a particular layer, similar to the standard Openlayers "Select layer to apply tooltips (or popups) to" option?

The application I'm working on, one layer is a park boundary and doesn't have a label yet we get an empty tooltop.

http://www.forestofbowland.com/atlas (this is actually a previous D6 project with the same functionality)

It also prevents click-n-dragging the map within the boundary area when that layer is turned on.

hi, its possible to turn the popup on for particular layers from the behavior options in the openlayers-map menu.
