In a newly created instance of openatrium I repeatedly receive the following errors:

    HTTP error 403 occurred when trying to fetch http://cdnjs.cloudflare.com/ajax/libs/bootstrap-tour/0.6.1/css/bootstrap-tour.min.css.
    HTTP error 403 occurred when trying to fetch http://cdnjs.cloudflare.com/ajax/libs/bootstrap-tour/0.6.1/js/bootstrap-tour.js.

I've tried to copy the files into:

profiles/openatrium/libraries/bootstrap/js

but the error persists.

Any hint is wellcome!

For me it was a proxy issue. Had to fill out the settings.php file with: 

$conf['proxy_server'] = 'x.x.x.x';
$conf['proxy_port'] = 8080;
