I need to add Public holiday to the calendar and it is independent to any department though it is manage by admin or HR department.

Is there a way I can show this events to all the spaces.

I don't currently believe so -- there's not a way to show global content when restricting by group in view listings.

Actually, you can put the holiday events into a parent Space and then modify the calendar widget configuration in your subspace to "Show parent content".
