Did i set it right? How did it work?

I am not sure should i report a bug, or i need some guidance.

i installed og 7.2 and og_moderation dev and og_field_access, rebuilded permission.
i created site role editor and og role 'ogeditor', article content type set to private group content.

if og permission 'Edit any article content' checked, editor don't need any og_moderation permission, he can moderate article state and create new draft.
if that og permission not checked, editor can not moderate even he had all og_moderation permissions.

so how can i give minimal permission to ogeditor for moderate article state, but not create new draft? or i should report a bug?
