1. I have a content type with the following checked
X Enable for OG Menus
(Allow nodes of this content type to be added to OG Menus.)

2. I have both the group and global group permission for all OG Roles checked
OG Menu >
X Administer OG menus
(Administer custom menus in the group context)

3. In /admin/config/group/settings I have "Strict node access permissions" checked

IF I DO NOT have the Drupal permissions at: /admin/people/permissions "Administer menus and menu items" checked, the OG Menu dropdown option does NOT appear on the Content Type.

IF I DO have the Drupal permissions at: /admin/people/permissions "Administer menus and menu items" checked, the OG Menu dropdown option DOES appear on the Content Type.

are your OG group fields using non-OG widgets?
You need to use the og_complex widget

I think the issue I'm experiencing is related to this issue: https://www.drupal.org/project/og_menu/issues/1719624
